Ever try those little water tubes for individual stems? They're a pain to put on but they buy you time.

Phoenix in July is basically a flower oven, I feel your pain. I mean, baby's breath is actually super prone to wilting in dry heat too, it just looks fluffy. My real go-to is submerging the stems in ice water for a full hour before leaving the shop, not just a quick dip. It gives them a way bigger drink to pull from when they're baking out there.

Terry's ice water trick is solid for the stems, but the real killer out there is the air itself. Baby's breath loses moisture straight through all those tiny flowers and leaves. A light mist with cool water right before delivery puts a barrier on the plant. It's like giving each little bloom its own drink to start with, not just the stem.
