Found out my cutter head RPM was way off after reading a 1998 service manual I dug out of a truck

Man that's a rough discovery. All that time running with bad RPM probably messed with your cut quality without you even knowing. Old manuals are gold for stuff like this though. I had a similar thing with a 2002 bandsaw, found a worn out pulley the manual helped me spot.

Read somewhere that a 10% RPM error can cause heat buildup in the blade, which makes the cuts go rough way faster than you'd expect. Wild how one little number can mess with everything, right?

Huh, I mean is it really that big of a deal? Idk, I've accidentally run blades at the wrong speed before and didn't notice much difference.
