Aisle seat riders who board first but never move over, why?

Every morning on the 7:15 up to Portland the same thing happens, aisle person stands there while the window seat folks squeeze past and then they block the whole line shuffling their bag. Its not about being rude, it's just math, move over first and everyone boards in half the time. Anyone else keep a tally of how many seconds this adds to their day?
