Who do I even call about the busted benches at Hartwell Park?

Half the benches at Hartwell Park on 5th have cracked slats and one is missing a whole leg, been like that since around March. I called the city twice and got sent to three different numbers, so does anyone know if this is a parks dept thing or do I just bug the council rep?
