Had to choose between a $200 noise cancelling headset or earplugs for my open office

I picked the earplugs because my coworker won't stop clicking his pen and I figured cheap was a safe start. Turns out I can still hear the clicking through foam plugs, so has anyone found a brand that actually blocks that specific sound?

Oh man, I had a coworker who whistled and I swear I could still hear it through earplugs too.

Did you try the squishy foam ones or the silicone kind? The silicone ones block more noise for me.
