Sidewalk replacement in Kamms Corners took 6 months instead of 2 weeks

I figured the city would come out and fix the cracked slab in front of my house after I called 311 back in March, so I planned around a quick job. Turns out they had to coordinate with the water department, then the permit sat in review for 11 weeks, and the crew finally showed up in September for a total of 4 hours of work. Has anyone else dealt with this sort of timeline for a simple sidewalk repair, or did I just get the slow end of the rotation?
