Stop running tension bands on wet steel, it slips at 60 foot pounds

Been seeing guys torque bands right after rain or washdowns and the readings are garbage. I checked five joints in Baytown last month, wet steel gave me 55 to 58 pounds instead of the spec 60. Dry them off with a rag or wait ten minutes, has anyone else caught this on site?
