Tore out my whole deck after one rainy afternoon in Spokane

Last spring I spent 4 hours pressure washing my deck and it still looked like garbage, green moss in every crack and two rotten boards near the railing. My neighbor came over and said, that's not a deck anymore, that's a liability, and honestly she was right. I ripped up all 380 square feet that weekend and rebuilt with composite, took me 6 days and about $2,100. The old cedar deck was only 7 years old but the previous owner never sealed it once, so it was basically firewood. Has anyone else torn out a deck that seemed fine on top but was rotting underneath, or did I just get unlucky with the previous owner?
