Hot take: HOA fines for grass height are out of control, but my neighbor made a good point

Last month in Marietta, my HOA hit me with a $75 fine because my lawn hit 5 inches after two weeks of rain. My neighbor across the street, Dave, said "rules keep property values up" and pointed out his lawn service costs $40 a visit. But honestly, who can keep up with that when you work 50 hours a week? Are fines really the answer, or should HOAs send a warning first like they did back in 2019?
